Mrs. O’Neal joined Sewall in 2007. She has 21 years of experience in engineering design and permitting. Her primary focus is wind power, highway design, commercial/retail development and subdivision design which includes site and utility design, stormwater management, and environmental and construction-related permitting. She has successfully designed and permitted many stormwater systems for different types of sites from complex wind power projects, commercial developments, subdivisions, and mining operations to small site reconfigurations throughout the state.
In her free time, Jodi enjoys traveling and spending time with her family. Her family’s goal is to visit all seven continents together.

Representative Projects
Planning Partnership, Bangor VPI. Project Engineer for the Bangor Village Partnership Initiative, assisted with review and recommendations concerning upgrades—specifically, stormwater, sanitary sewer, and drinking water. As an avid bicyclist and Bangor resident, she provided identification of bicycle facility deficiencies and recommended improvements.
Stormwater Design and Analyses. Successfully designed and permitted many stormwater systems for many different types of sites from complex wind power projects, commercial developments, subdivisions and mining operations to small site reconfigurations throughout the state. She uses the existing grade of the land to accomplish stormwater treatment to the best extent possible. This preserves the natural beauty of the site and minimizes development costs.
13 Individual Solar Projects, Maine. Project Manager for the civil design and stormwater permitting for 13 separate 3 MW+ solar facilities located throughout Maine. Responsible for site and stormwater design and associated Maine Department of Environmental Protection (MaineDEP) stormwater permitting submittals. Additional services included NRPA permitting assistance, municipal and Maine Department of Transportation (MaineDOT) permitting. The projects are currently under development.
Outer Benton Ave Improvements Project, Winslow, Maine. Designed full depth reclamation with HMA overlay, ditching, and culvert replacements along a 1.5-mile section of Benton Ave. Project included design, bid, construction administration and inspection services. We worked with the Town and MaineDOT on this Municipal Partnership Initiative project.
